So the limitation has been implemented and so far not one FuelDump got stuck... so the limitations is definitely showing its results.
However it wasn't an ideal limitation. Sadly you can't limit sniper rifles only for the covertops class. Therefor the next best thing is in place now, limiting the covertops class, 2 per team.
Also we haven't found a way to make this limitation effective for only one map, so if anyone has any knowledge of that please come forward, as we were basically looking to limit the class for only FuelDump and Battery. Funny enough all maps (not just fueldump/battery), are now moving a lot faster, not sure but i would say it has to do with less people covertoping and more people engineering and/or medicing or playing other classes.
Covertops is most definitely a crucial class on pretty much all maps, but very rarely would you need more then 2, so i think the limitations works well, doesn't effect the game play in a negative way - quite the opposite.
We will try to find a solution to limit it to only the two before mentioned maps, however it might just turn out that keeping in limited on all maps would work just as good for both teams through the whole campaign.
